BOARD OF SUPERVISORS MINUTES

The Conewago Township Board of Supervisors held their re-organizational meeting Tuesday, January 7, 2002 at 7:30 PM. The meeting was called to order by Chairman Graybill. Those present were:

After a moment of silence and Pledge of Allegiance to the flag the meeting continued as follows:

NOMINATIONS FOR CHAIRMAN - Motion by Brandt second by Rochat to nominate John Graybill for Chairman. Motion carried.

NOMINATIONS FOR VICE-CHAIRMAN - Motion by Graybill second by Brandt to nominate John Rochat as Vice-Chairman. Motion carried.

APPOINTMENTS:

EMPLOYEE WAGES - Motion by Rochat second by Graybill to increase employee $.30 per hour. (Eric Secbrist, Kevin Shope and Dolores Kuntz) Motion carried.

DEPOSITORIES - Motion by Brandt second by Graybill to appoint First Union, Allfirst, PNC, Fulton, Union National, Commerce, Farmers First and PLGIT as our township depositories. Motion carried.

VOTING DELEGATE PSATS 2002 CONVENTION - Motion by Rochat second by Graybill to appoint Dolores Kuntz as our voting delegate at the 2002 convention. Motion carried.

MEETING DATES - Motion by Brandt second by Graybill that we keep our meeting dates as the 2nd Wednesday of each month, except for January or unless otherwise specified, beginning at 7:30 PM. Motion carried.

EQUIPMENT RENTAL RATES - Motion by Brandt second by Rochat to increase the rates on each piece of equipment by $5.00 as follows:
Loader $85.00, Truck $55.00, Grader $65.00, Truck w/plow $61.00. Motion carried.

TRI-COUNTY REGIONAL PLANNING COMMISSION REPRESENTATIVE. 2 YEARS A motion by Graybill second by Rochat to re-appoint Harold Kling as the regional representative to Tri-County Planning Commission. Motion carried.

MINUTES - December 12, 2001 - Motion by Rochat second by Graybill to approve the minutes dated December 12, 200l as submitted. Motion carried.

TREASURER'S REPORT - December 31, 2001- Motion by Rochat second by Graybill to approve the Treasurer's Report dated December 31, 2001 subject to audit. Motion carried.

EXPENDITURE REPORT - January 7, 2002 - Motion by Rochat second by Graybill to approve the Expenditure Report dated January 7, 2002 for the total amount of $27,933.69. Hold Handwerk check in amount of $1200.00 until Jay gives authorization to pay check. Motion carried.

SUBDIVISION/ENGINEERING FEES REPORT - Reviewed, no questions.

PLANNING COMMISSION MINUTES - No meeting.

PUBLIC COMMENT: None

OLD BUSINESS:

ACT 537 - Ralph Watters was in attendance and presented the proposed layout and design for the sewage system in the Laurel Woods area.

Act 537 Pennvest - The Township Engineer presented the draft report of the well tests in Laurel Woods area. In the 2001 well tests, it showed 31% total coliform and 0% fecal. Penn Vest needs proof of fecal in wells. We get additional points with PennVest if we have greater than 25% mal-functions. We have 25% malfunctions. Very little chance to get any PennVest funding. A motion by Rochat second by Graybill to advise Rettew Associates to stop the well testing study in the Laurel Woods area. Motion carried.

A motion by Rochat second by Graybill that we authorize the solicitor to begin negotiations with DTMA that they would own and operate the sewage system. Motion carried.

A meeting has been set for January 24, 2002 to discuss the sewage project more in depth. This meeting will be advertised and is open to the public.

Kanode Stormwater Easement - We are still waiting on a response from Mr. Kanode.

NEW BUSINESS:

CONEWAGO CREEK WATERSHED GROUP - Matt Royer was in attendance and explained that a group of local interested individual are getting together Wednesday, January 16, 2002 in the Londonderry Township Building at 7:00 P.M. The purpose is to preserve, protect and enhance the water quality of the main stem of the watershed along the Conewago Creek. We want to make the stream healthier by working with willing landowners to do voluntary stream improvements projects with grant monies. Anyone interested is invited to attend.

PENNS VALLEY PUBLISHERS (2 year Agreement) - Our supplement agreement with Penns Valley has recently expired. A motion by Rochat second by Graybill to accept Penns Valley contract which is attached to the letter dated Dec. 31, 2001. Motion carried.

TAX COLLECTOR - A motion by Rochat second by Graybill that we authorize the Solicitor to petition the court to appoint Loren Bowen, Londonderry Township, as our Tax Collector. Motion carried.

Motion by Graybill second by Rochat to adjourn the meeting at 9:18 PM. Motion carried.

An executive meeting will he held immediately following this meeting to discuss personnel issues.
