PLANNING COMMISSION MINUTES

The Conewago Township Planning Commission held their regular monthly meeting on Monday October 27, 2003. Those present were:

The meeting was called to order by Chairman Grubb at 7:30 P.M. Agenda items were reviewed with no additions.

Minutes - September 29, 2003 - A motion by Bachmann second by Rozanski to approve the minutes of September 29, 2003 as submitted. Motion carried.

MT. CALVARY CHRISTIAN SCHOOL - ATHLETIC FACILITIES Final Land Development Plan - South Hertzler Road (part of John Hertzler farm)
This is approximately 28 acres of land which the Mt. Calvary Christian School is planning to develop into different ball fields over the next 10 years. The property will have two entrances off South Hertzler Road. The are proposing to have their own private well and also a sand mound septic system. After reviewing the plan and the comments, a motion by Rozanski second by Bachmann to table the plan in order for the developer to make corrections as per the Township Engineer's comments dated October 27, 2003 and Tri-County's comments dated 10/20/03. Motion carried.

FRED W. & GLENDA B. SPEICHER - Final Minor Subdivision Plan Bachmanville Road, Hershey This property is divided by Bachmanville Road but is one parcel. The Speicher's want to divide it into two parcels. Lot #1 is on the west side of Bachmanville Road consisting of 5.948 acres and Lot 2 is on the East side of Bachmanville Road which is 3.223 acres. There will not be any construction at this time. They are requesting a number of waivers.
WAIVERS:
Sec. 403.1 - Preliminary Plan
Sec. 403.1.A.(1) - Erosion & Sedimentation Control Plan
Sec. 403.1.A.2.e - Contours
Sec. 403.1.A.2.h.xii - Sewage Module (suggested Form B waiver)
Sec. 403.1.A.1.A.2.h.xvi. - Final Storm Water Management Plan
Sec. 606 - Curbs
Sec. 607 - Sidewalks
Sec. 613 - Widening of street & dedication of street
A motion by Bachmann second by Rozanski to recommend to approve the above waivers. Motion carried.

SPEICHER FINAL MINOR SUBDIVISION PLAN:
A motion by Bachmann second by Rozanski to recommend approval of the Subdivision Plan as submitted, however, all of the above waivers must be received in writing from the clients Engineer. Also subject to the Township Engineer's comments dated October 27, 2003 and Dauphin County comments dated October 20, 2003. Motion carried.

DEDICATED RIGHT-OF-WAY:
The Township Solicitor made us aware of change of policy in the dedication of right-of-ways. Part of the approval of a subdivision plan is to have the developer provide the Township with a deed for the dedicated right-of-way.

Motion by Rozanski second by Bachmann to adjourn at 8:30PM. Motion carried.
