The township does not release the official meeting minutes until they are approved at the next regular monthly meeting. To slake the public's thirst for knowledge in the interim, Conewago Online's crack reporter, "Flash" Buckley, presents this summary. Flash takes terrible notes, does not always pay attention, so errors are possible and accuracy is not guaranteed, and is indeed most unlikely. (Don't worry, Shirley, your job is not in danger.) Public Comment Period
This is a summary of the January 6, 2003 meeting of the Conewago Township Board of Supervisors. Having attended the September, October, November, and December meetings, I can say, "It is déjà vu all over again." I believe almost everything on the agenda has been there once, twice, or three times already.
This is the annual organizational meeting. All existing township officals and employees were reappointed. Other routine administrative matters were approved.
Bypassed: Rose Sarfert and John Rochat complained about a county grant to Derry Township concerning a route 743 bypass in Derry and Conewago Townships. Apparently, nobody thought to include Conewago in the process. A complaint letter is to be written.
MIA: In November, the State Police promised a trooper would attend monthly township meetings. January and December are noshows.
OLDS ordinance: Nasty letters will be sent to residents who were supposed to inspect and pump in 2002 and haven't. Real nasty letters will be sent (real soon now) to residents who were supposed to inspect and pump in 2001 and haven't. Polite reminders will be sent to those who inspected and pumped in 2000 and who haven't pumped again since.
DTMA: Kim Bloom, DTMA rep, was absent again. She sent word that request for bids should be advertised this week (can you believe it?!) Bids to be opened in February 11. John Yost advises that Conewago and DTMA have yet to conclude an agreement for operating and financing the sewer. They hope to have a meeting this month.
Ripley's Believe it or Not: The township is considering buying a new computer system for about $3000. They want to be sure that it will work with their old DOS based accounting software.
Ripley's Believe it or Not, Redux: Public Records Access Policy (Act 100) was adopted. Major change is that the cost of copying a public record drops from 20 to 10 cents a page. Theoretically you could get a document on disk for $1. However, while documents are prepared on the computer, they are deleted after being printed(!)

Dowhower farm: The developer of the Hills of Waterford wants a waver to build a model home with a holding tank. This is so he can begin marketing the development prior to sewer construction. Part of the development is in Londonderry. They already denied the request. In light of the development not having final approval and lack of DTMA-CT opearating agreement, this matter was postponed. There is no agreement yet with P-A to bring water to the development. Evidently, there will be no natural gas line to the development. Propane may be available.
The only totally new topic I heard was whether Conewago is required to take actions to comply with state DEP phase 2 regulations on storm water management. Will be put on agenda for next month.
