The Conewago Township Board of Supervisors held a regular meeting on September 10, 2003. [Editors Note: I missed the first hour of the meeting while attending 6th grade open house. The items summarised here are not necessarily in the order in which they occurred.] Some of those present were:

• Property Maintenance Ordinance
• Status Report, DTMA - sewer construction progresses. Church Rd to Nye is about finished. The Dogwood Drive (Honeysuckle Dr) right-of-way issue has been resolved. A manhole has been put in on Round Top for Hills of Waterford to connect to. Other construction on Round Top and Chestnut may begin soon.

• OLDS Management Program - there was a continuing case by case review of residents who are delinquent in their septic pumping.
• PENNVEST - John Rochat, Jon Yost, Russ McIntosh (HRG) have been working on what the sewer rates will be with PENNVEST funding. Ralph Watters (DTMA) has been on vacation. Nothing to report yet.
• Sexually Oriented Business Ordinance - Frank reported that some changes in this proposed ordinance were being made at the request of supervisor Rochat.
• Noise Complaints - Last month Scott Nye and others complained about noise from their neighbor, Steve & Tracey Barrick due to a moto-cross track in their back-yard. Frank Chlebnikow, zoning officer reported that as use was only by family and friends it probably didn't violate any township ordinance. (The only noise ordinance deals with dogs barking.) Solicitor suggested neighbors could file a private nuisance suit.
• Update - RETTEW - Jay Zeigler & Shelly Property - This is followup to an oil spill in January. Max said he hadn't heard back from DEP about the soil samples sent in in June or July.

• Snow Plow Bonus - The township got an unexpected bonus check ($18000) from the state for plowing roads. [Editors Note: I think this must have put the supers in a generous mood, because they approved everything after this.]
• Koser's Building Materials - Waiver of Land Development & Modification Request - The Planning Commission had recommended denial of the waiver request for 7800 sq ft of building. The supervisors approved it anyway.
• Penns Valley - Update Code of Ordinance - This publisher takes ordinances which are just filed chronologically and puts them in subject order. The last update was in 2000. The solicitor recommended getting a quote for a new update.
• New Fax Machine - The secretary wants a new plain paper fax machine because the old one uses roll paper which she always has to make a copy of. The supervisors were in a generous mood and granted the request.
• Salt Shed - Jay Brandt asked for authroization to get quotes for a replacement road salt shed. Granted.
• Hills of Waterford - Construction of roads has begun. They requested a partial release $59,000) of their letter of credit to reflect work done to date. Supervisors approved.
• Water for Laurel Woods - Back in February, Mike Salvo of the PAWC had talked about maybe bringing water to Laurel Woods this year. A survey letter was sent out in June. Joel Buckley reported that he had spoken with Mary Ann Royer of the water company to find out what happened. She reported that while the survey results were positive, they couldn't fit it into their budget for this year. Maybe next year.

These items were not discussed at the Supervisors meeting; they come from planning commission minutes.

• New Development in Laurel Woods - Melham Associates presented a sketch plan for a 740 ft cul-de-sac with 18 building lots on land in Laurel Woods owned by Ralph and Helen Luttrell. I believe it is between Primrose and Church, adjoining Conewago Place. After comparing the plan with the tax map, there were some problems with property lines. The plan was withdrawn pending a determination of actual property lines. [July minutes]
• LDARPG - Lower Dauphin Area Regional Planning Group - a representative made a presentation of their draft final plan. [August minutes]
